W.
James Downs, Jr., P.T., E.C.S. is President, Administrator, Physical Therapist,
and Electromyographer at Tidewater Physical Therapy, the founding principal
behind Tidewater Consulting. A licensed physical therapist since 1977,
Jim holds a B.S. degree in Physical Therapy from the Medical College of
Virginia, Richmond, VA, a M.M.Sc. degree in Physical Therapy from Emory
University in Atlanta, GA, was enrolled in the Anatomy Doctoral Program
at the Medical College of Wisconsin, Milwaukee, WI, and is currently pursuing
a Doctor of Physical Therapy in Clinical Electrophysiology at Rocky Mountain
University of Physical Therapy in Provo, UT. A nationally renowned expert,
Jim is presently teaching Electroneuromyography at the University of Maryland
Eastern Shore and has been a distinguished lecturer at numerous institutions,
workshops, and on video. He has co-authored five publications on a wide
variety of physical therapy topics and has made presentations before the
Section on Physical Therapy at Meetings of the Professional Associations
of the U.S. Public Health Service and was published in their Conference
Proceedings. Jim holds many professional honors, including Recertification
as Electrophysiological Certified Specialist, Diplomate, by the American
Board of Physical Therapy Specialists. He sits on the Board of Directors
of the Mid-Atlantic Network for Physical Therapy and is Vice Chairman
of the Maryland State Board of Physical Therapy Examiners. In addition
to Tidewater Physical Therapy, Jim is President and Electromyographer
at Tidewater Electromyography, which has fifteen offices throughout Maryland
and Delaware, and is Chairman of the Board of Long Trail Physical Therapy
in Burlington, VT. He is a member in long standing of the American Physical
Therapy Association where he has held various chairmanships and is currently
participating on the Orthopedics, Private Practice, Neurology, and Administration
Sections. Easton, MD is home base to Jim and wife, Mary Lynn.
Stephen
Tylor Miller is the Controller of Tidewater Physical Therapy where he
is responsible for all the business and financial functions of their multi-state
operations. At Tidewater Physical Therapy, he develops fiscal year budgets
and summary reports, prepares monthly financial statements and annual
facility audits, manages accounts payable and receivable and is involved
in all aspects of managed care contract negotiation. Also a consultant
for health systems start-up operations, Steve developed CARF (Commission
on the Accreditation of Rehabilitation Facilities) approved policies and
procedures and is a member of the Healthcare Financial Management Association
and Mu Kappa Tau National Marketing Society. He received a M.B.A. in marketing
from Loyola College, Baltimore, Maryland, his undergraduate degree in
Political Economics from Tulane University, New Orleans, Louisiana and
resides in Easton, Maryland with his wife and daughter.
Jennifer
L. Fisher, the Practice Manager for Tidewater Physical Therapy, has twelve
years of managerial, computer and accounting experience. Along with Tidewater
Physical Therapy, she oversees Tidewater Electromyography and Long Trail
Physical Therapy, where she is responsible for the practice building,
marketing and personnel of fifteen private rehabilitation practices located
in a multi-state area. Among her many accomplishments at Tidewater Physical
Therapy, Jennifer has implemented a new medical billing system, launched
many new clinics in a multi-state area, contracted with various insurance
companies and been instrumental in starting many new programs. She has
also spent eight years specializing in electrophysiologic evaluation practice
management. Jennifer lives in Easton, Maryland with her two daughters.
She is currently a member of the Healthcare Financial Management Association
and Medical Group Management Association.
